REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, November 18, 2020. Chairperson Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Pat Wray, Dave Ernst, Becky Kicak & Miki Bruns at 7:00pm. Jared Blunt at 7:02
Minutes: Kicak made a motion, seconded by Wray to approve November 4, 2020 Minutes. RCV: Yes: All. Approved 5-0.
Kicak made a motion, seconded by Ernst to approve the Claims for November 16th and payroll for November 11th ,2020. RCV: Yes: All Approved 5-0
Claims: Bauer Underground $257,021.25, Black Hills Energy $364.69, HOA $125.12, Intuit QuickBooks $5.25, JEO Consulting Group $9,237.00, Mary’s Tax Service $80.00, Menards $320.76, Midwest Lab $192.05, Municipal Supply $198.01, Nebraska Dept. of Revenue $2,031.17, NE Digging service $1,000, Rand Bornemeier $1,260.00, Thiele Geotech, Inc $3,979.50, Utility Services Co. $2,438.09, Verizon Wireless $53.87, Payroll $4,215.45 RCV: Yes: All. New Business
Discussion Update on Refinancing the Sewer Bond
Moriah and Bruns filled the board in on the sewer bond progress and the closing date of November 20th, 2020.
Discussion/Action Tool price list from Jeff
Tabled – Jeff needs to present comparison price list from two companies.
Discussion/Action Jeff’s 90-day review
Bruns read to everyone present at the meeting Jeff’s reviews that were compiled from the board members. Based on the information provided on the reviews Bruns recommended a $0.25 raise per hour for Jeff. Wray made a motion, Second by Kicak to approve the raise of $0.25 per hour affective beginning November 19,2020.
Discussion Bauer Underground – 4th payment
Board members looked over the itemized billing statement from Bauer and there were no further questions. This will be the 4th payment to Bauer for our street project.

Bruns didn’t have a current Update at this time.
Discussion/Action Governor’s update
Continuing to monitor the situation. The governor said that we will be in the red zone in 5-7 days. Governor will be allowing zoom meetings at that time. If we are in the red zone and have changes to the meeting Bruns will have Moriah update the board. Also, in person meeting will only be allowed to have 10 present.
Discussion/Action Guard Rail Information from JEO
Bruns stated that the guard rail sign will stay where it is because the town already paid for it. The board had discussion about adding a double arrow street sign so that people don’t think it’s a dead end. Ed priced a double arrow street sign at $70.00. Motion made by Ernst, Second by Kicak to buy the sign to add to the Guardrails. RCV: YES. ALL. Motion Approved 5-0
Discussion/Action Extravaganza update
Bruns briefed the board on this event and said they still plan on having it with limited events and will continue to monitor and follow the guidelines set forth due to Covid-19.
Discussion/Action Lease Agreement for old office
Board members looked over the lease and noticed we needed to make an addition to one area of the lease. Motion made by Wray to approve the lease with the one addition made, Second by Ernst. RCV: Yes. All 5-0
Discussion/Action Resolution No. 11182020 - Lease Agreement
Motion made by Kicak to waive the 3 readings for Resolution No. 11182020, Second by Wray RCV: Yes. All 5-0 Resolution No. 11182020 was read aloud by Kicak
Motion made by Kicak to approve Resolution No. 11182020 with corrections, Second by Blunt RCV: Yes. All 5-0
Reports of Boards, Commissions, and Committees
Library:
Park: Bathrooms are still open and heat is on.
Streets: Jeff put orange flags on the stop signs at South 1st and D Street and Cass County Sheriff’s office will monitor the Stop signs as well because of a complaint that a road grader ran right through that intersection in the morning when kids are walking to school.
Jeff mounted metal bars between the open gapes at the retention pond. This will alleviate kids from crawling into the drainage pipe.
