REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

The Village Board of Trustees met in regular session on Wednesday, September 15, 2021. Chairperson Miki Bruns called the meeting to order at 6:30 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.

Roll Call was answered by Becky Kicak, Renee Holland, Jared Blunt & Miki Bruns. Absent: Pat Wray

Minutes: Kicak made a motion, seconded by Holland to approve September 1,2021 special & regular Minutes. RCV: Yes: Approved 4-0

Claims & Payroll: The Board questioned Jeff on having 48 hours since Monday was Labor Day. Bruns told Jeff he should have only physically worked 32hours and then he would have the 8-hour Holiday to fulfill the weekly 40-hour total. Holland made a motion, seconded by Blunt to approve the Claims and Payroll for September 14-15,2021 RCV: Yes: Approved 4-0

New Business

Discussion/Action 112 North 4TH Street – Vogt/Romero Property                                                                                           

Serena let the board know that her daughter has been living in the building. Serena said that they had got the ok from the board back in 2017. Bruns stated that in the Minutes from planning and zoning back on 12/28/2017 it was reported that no permits were filled out to change the zoning of the main street business to residential. 1/3/2018 The Planning and Zoning had taken this issue to the board meeting, and they also said nothing had been done with the change of zoning. Bruns told Romero’s that they can not have their daughter occupy the building as living quarters on the main level because it is zoned commercial. Board discussed the matter with the Romero’s and told them that this can’t continue to be an apartment and are giving her 6 months until March 2022 to be moved out of the property. We will follow up with this issue in future agenda in March 2022.

Discussion/Action Recommendations for the vacancy spot on the Planning & Zoning committee                              

Bruns informed the board that Mike Winters resigned from the board as of September 6,2021. Bruns asked the board to think of someone to recommend taking Mike’s place so that there is a quorum for meetings. This will be addressed at the next meeting. Motion by Holland to except Mike Winter’s Resignation, Second by Kicak. RCV: YES: Approved 4-0

Discussion/Action Contribution to Good Neighbor Festival – E-M FBLA                                                                                                           

It was discussed how the board could participate in the festival, but the board agreed to make a donation on behalf of the Village of Elmwood. Motion by Blunt to donate $100 to FBLA and EMMA to be used at their discretion for the Good Neighbor Festival September 25,2021, second by Holland. RCV: YES: Approved 4-0

Discussion/Action South of the Retention Pond – Rock                                                                                                                                             

Bruns asked Jeff if this matter has been taken care with the over grown weed issue just south of the retention pond. Jeff replied that it was on his list, but he hasn’t gotten to it yet. Bruns told Jeff that it is a priority because it was addressed 2 weeks ago and still hasn’t been taken care of. Holland stated her frustrations with Jeff on this matter because they have been taking care of it for the last 3 years and it isn’t their responsibility.

Park: Water Fountain was adjusted. Bruns complemented Jeff on the park for Harvest Moon Hustle. Jeff reset the timer on the lights at the gazebo so they will be on from 8:30pm – 10pm.                                                                          

Streets: Jeff is to get a bid from Christensen on trimming trees all along the North side on East D Street. Bruns told Jeff to stay on top of Bauer to get B street corrected before our warranty is up. Jeff has also been trying to get ahold of someone at Hein Construction to do our yearly crack filling on the streets in town.                                                                                                                        

Water: Moriah submitted our Security grant for replacing the security fence around the water tower. The water treatment plant was sending alarms to Ed and Jeff and on inspecting the issue they had to replace some fuses and wires.                                                                                                                                                                                                            

Sewer: Jeff is arranging a date to take his sewer test since he completed his classes already.                            

Planning/Zoning: Next Meeting scheduled for September 20,2021 @ 7:00pm

Correspondence: Personnel: Bruns let the other Board members know that she RSVP’d 2 people to attend Keep Cass County Beautiful Customer Appreciation so if another board member wanted to join her they are welcome to on September 22nd.
