The Village Board of Trustees met in regular session on Wednesday, August 17, 2022. Chairperson Jared Blunt called the meeting to order at 6:46pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.

Discussion/Action 2022 – 2023 Proposed Library Budget
Bruns made a motion to approve the Elmwood Public Library’s proposed 2022-2023 Budget of $30,000, second by Scott. RCV: YES: Approved 5-0
Discussion/Action Nuisance Yard Letter delivery option to Jean Reinke
Moriah reported to the board that Jean still hadn’t signed for her Certified Nuisance letters through the post office and asked the board if we can do a civil assist delivery of the letters through the Cass County Sheriff’s Office. Bruns made a motion to have the Cass County Sheriff’s Office deliver the Nuisance letters to Jean Reinke, second by Scott. RCV: YES: Approved 5-0
Discussion/Action Peddler Permit – Hot Dog Cart – Dan Brown

Discussion/Action Purchase of a spray paint parking line striper
Bruns made a motion to purchase a parking line paint striper and a case of the spray paint not to exceed $300, second by Holland. RCV: YES: Approved 5-0

Discussion/Action Alleyway Rock Bid- NE Digging
Scott made a motion to approve the rock bid of $445.63 through NE Digging, second by Kicak. RCV:YES: Approved 5-0
Discussion/Action Woodchip Bid – NE Digging
Bruns made a motion to approve the woodchip bid of $2,300 through NE Digging, second by Holland. RCV:YES: Approved 5-0
Discussion/Action Snowplow Bid
Holland made a motion to approve $7,000 max for a new snow blade when the 2022-2023 Budget takes affect on October 1,2022, second by Scott. RCV: YES: Approved 5-0
Discussion/Action New Pickup Bid
Ed has only received one bid from Copples Chevrolet but will reach out to woodhouse for another bid.
Discussion/Action New Mower Bid
Ed is waiting to receive bids back.
Reports/Boards, Commissions, and Committees
Park: Ed to get a tree removal bid for the dead tree located by the restrooms. Elmwood Rescue is sponsoring a Fun Run/Walk September 3rd in the Park.
Street: Ed will be meeting with the Engineer and Contractor August 23rd @ 10:00am regarding the concrete crack in the middle of the street by Railroad Ave.
Water: Ed will follow up on the test well. Elmwood’s water levels are still doing good, and the water restrictions have made a good impact on the water supply levels staying stead.
Sewer: Pump #4 that has been having issues with going out of service went down yet again. HTM is going to replace it with a new one instead of fixing the lemon one again. Ed told the board he needs a new raincoat and sensor tubes for the Wastewater treatment plant. Bruns made a motion to approve the purchase of the sensor tubes and raincoat and not to exceed $200, second by Kicak. RCV: YES: Approved 5-0
Planning/Zoning: Next meeting is September 19,2022 at 7:00pm.

Is there any update on the feral cat issue? The cats still exist and keep coming onto my property.
Pat Beckmann – 209 F Street
Someone wanted me to ask if the parking lines by the Quonset can be angled anymore because it’s so hard to see oncoming traffic on main street.
Correspondence: Moriah reported to the board that Elmwood has finally received the 2nd round of ARPA Funds.
Ed reported that it is now time to repaint the water tower. The water tower is scheduled to have an inspection towards the end of the month.
Personnel:
Discussion/Action Short/Long term disability for employees
Jared reported to the board that he went through the information that Moriah collected from other villages and quite a few Villages do offer Short/Long Term Disability. Holland made a motion to approve Kansas City Life Insurance Company for Short/Long term Disability with the Village covering 50% of the premium and the other 50% will be covered by the employees, second by Scott. RCV: YES: Approved: Yes - 4 No – 1 (Bruns)
