REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood City Hall

 

The Village Board of Trustees met in regular session on Wednesday, November 5, 2025.

Chairperson, Renee Holland, called the meeting to order at 7 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Roll Call: Renee Holland, Becky Kicak, Heather Scott, Tony Greise and Patric Euse all present at roll call.

Consent agenda: Scott moved to approve the consent agenda; Kicak seconded the motion. RCV: 5-0 ayes, Motion carried

Public Comment Period

Ellie Meister and Aubrey Stewart present their FCCLA project. The girls had a slide show to review their plans for a permanent book walk at the park. The presentation included plans and cost of the project. The goal would be to be set up by March. They will be applying for grants to fund the project. They plan to remove the book walk during winter months and they will store them themselves. The board will make a motion on the project at the next meeting.

Don Sheard- 118 East B Street- owner of the storage units down by the sewer plant. He heard rumors that the village was planning on relocating the burn pile to the area it used to be in. He came to the meeting to give recommendations on other places we could do it. He suggests visiting with local farmers to see if anyone would lease land to the village to use as a burn pile. He suggests using proper signage and a gate to keep it under control and working with the fire department to schedule regular burns.

New Business

Bids for new tires on the white truck

The board reviewed the bids from Kecklers and Copples for new tires. Greise moved to approve the bid from Kecklers for $770.56, Euse seconded the motion. RCV: 5-0 ayes, motion carried

Bid for repair kit for pump at the sewer plant

Reviewed cost of repair kit to keep on hand in case of emergency with the pump. Euse moved to approve the bid from HTM for $1006 to repair kit, Greise seconded the motion. RCV: 5-0 ayes, motion carried

Resolution #1152025-3: Lower Platt South NRD Hazard Mitigation Plan approval

Will revisit at the next meeting.

Bid from Lovell to replace valve boxes on D Street

Reviewed bid from Lovell. While cleaning out it was discovered that these valve boxes need to be replaced. Greise moved to approve the bid of $1850 with a contingency of $8000 in case the curb stop needs to be replaced for a total of $9850 for the project. Euse seconded the motion. RCV: 5-0 ayes, motion carried

Rezoning 205 West C Street from Industrial to C2 Multi-family Residential: Ordianance #2025-5 AN ORDINANCE OF THE VILLAGE OF ELMWOOD, CASS COUNTY, NEBRASKA, TO APPROVE THE CHANGE OF ZONE OF CERTAIN REAL PROPERTY WITHIN THE ZONING JURISDICTION OF THE VILLAGE OF ELMWOOD FROM I INDUSTRIAL DISTRICT TO R2 MULTIFAMILY RESIDENTAL; TO MAKE FINDINGS; TO AMEND THE ZONING MAP OF THE VILLAGE OF ELMWOOD ACCORDINGLY; TO REPEAL ANY CONFLICTING ORDINANCES; AND TO PROVIDE FOR AN EFFECTIVE DATE

Kicak moved to wave the three readings, Scott seconded the motion. RCV: 5-0 ayes, motion carried. Scott read the ordinance. Scott moved to approve Ordinance #2025-5 to rezone 205 West C Street from Industrial to C2 Multi-Family Residential. Greise seconded the motion. RCV: 5-0 ayes, motion carried

Lot Split application for 444 West C Street

Scott moved to approve the lot split of 444 West C Street, Euse seconded the motion. RCV: 5-0 ayes, motion carried

Pre-liminary Plat Application for Knight Estates

Greise motioned to approve the pre-liminary plat application for Knight Estates, Euse seconded the motion. RCV: 5-0 ayes, motion carried

Unfinished Business

Ordinance #2025-3: AN ORDINANCE OF THE VILLAGE OF ELMWOOD, CASS COUNTY, NEBRASKA, TO REMOVE LICENSING REQUIREMENTS FOR DOGS AND CATS; TO AMEND PROVISIONS REFERENCING LICENSING REQUIREMENTS; TO PROVIDE THE EFFECTIVE DATE HEREOF; AND ORDERING THE PUBLICATION OF THE ORDINANCE IN PAMPHLET FORM.

Euse moved to wave the three readings, Greise seconded the motion. RCV: 5-0 ayes, motion carried. Kicak read the ordinance. Scott moved to approve Ordinance #2025-3, Kicak seconded. RCV: 5-0 ayes, motion carried.

Euse moved to wave the three readings, Greise seconded. RCV: 5-0 ayes, motion carried. Scott read the ordinance. Kicak moved to approve ordinance #2025-4, Euse seconded the motion. RCV: 5-0 ayes, motion carried.

Euse read the resolution in full. Greise moved to approve resolution #1152025-2, Euse seconded the motion. RCV: 5-0 ayes, motion carried

Resolution #1152025-1: A RESOLUTION OF THE VILLAGE OF ELMWOOD, CASS COUNTY, NEBRASKA TO ESTABLISH MOWING AND PROPERTY MAINTENANCE RATES FOR NUISANCE PROPERTIES

Kicak read the resolution in full. Scott moved to approve resolution #1152025-1, Kicak seconded the motion. RCV: 5-0 ayes, motion carried

Reports/Boards, Commissions, and Committees                                                                                                                                         

Library: new flooring installed in entry way-looks great! Next meeting 12/1          

Park: several trees need to be removed, we are waiting for bids. Heaters have been on/off depending on weather

Streets: still waiting on the hole on 2nd & C to be filled

Water: quarterly sample came back good, nitrates are great. Found 3 fire hydrants that need to be fixed, waiting on quotes

Sewer: JEO scheduled to do walk through on 11/6. Replaced cog on one of the pumps

Planning/Zoning: Positive recommendations for rezoning C Street, lot split 444 West C and preliminary plat application for North Elmwood Estates

Correspondence: UNL team Open House on 11/12 from 4-7 at the Learning Center
