The Village Board of Trustees met in regular session on Wednesday, January 7, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:05 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Lot split/rezoning 121 S 4th Street
Jena Mahin from Solheim Law Firm notes that if the rezoning passes we will need to update the comprehensive plan book as it will not match the village’s future land use map. Reviewed notes from the planning & zoning committee which notes that this property does not meet the R1 zoning requirements. Mr. Rice, the property owner, mentioned that the house has always been residential it will just be the north part of the lot that will need to be rezoned.

Pick a date and approve cost for Spring cleanup day
The village will host another yard waste clean up day on Saturday, March 28th with a weather back up day set for April 11th from 9 am to 1 pm. We will plan on getting three dumpsters this time as we filled two quickly last fall. Scott moved to approve up to $1000 for dumpster rental, Greise seconded the motion. RCV: 5-0 ayes, motion carried
Creation of a project advisory committee for 2026 water project
Committee will consist of Tony Greise and Patric Euse as well as Kevin Huxhold and Alicia Greise. Heather Scott will serve as an alternate if one of the other board members cannot attend a meeting.
RESOLUTION #162026-1: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF ELMWOOD, CASS COUNTY, NEBRASKA, TO ESTABLISH A COMMITTEE TO FACILITATE THE WATER INFRASTRUCTURE IMPROVEMENT PROJECT
Scott read the resolution in full. Kicak moved to approve Resolution #162026-1, Scott seconded the motion. RCV: 5-0 ayes, motion carried
Complaint form
The board reviewed the complaint form from Becki Peters regarding trash and debris in their rear neighbor’s back yard. Pictures provided. Holland will contact the renter of the property and discuss options for disposal and inform them of the upcoming clean up day in the summer. No action.
Order to remove condemnation status of properties
Scott moved to remove condemnation status of 321 East D Street, Elmwood NE, 68349. Euse seconded the motion. RCV: 5-0 ayes, motion carried
Scott moved to remove condemnation status of 117 N 6th Street, Elmwood NE, 68349. Greise seconded the motion. RCV: 5-0 ayes, motion carried
Scott moved to remove condemnation status of 204 East D Street, Elmwood, NE 68349. Kicak seconded the motion. RCV: 5-0 ayes, motion carried

Huxhold to attend continuing education class on 1/21/26 in Wahoo
Kicak moved to approve the attendance and driving the village truck to class, Scott seconded the motion. RCV: 5-0 ayes, motion carried
Bid from HOA to replace Ultra Sonic units with Radar sensors at WWTP
The board reviewed the bid. Greise moved to approve the bid for $6980, Scott seconded the motion. RCV: 5-0 ayes, motion carried

Early or late billing for February
Clerk will be on vacation over the last week of the month. Huxhold will do readings at normal time and the bills will be sent once clerk returns on 2/2. The late payment date will be moved to 2/22 instead of 2/15 due to bills being sent later in the month than normal. No action.
