Meeting Held at Elmwood City Hall
The Village Board of Trustees met in regular session on Wednesday, March 4, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:00 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Mark Patton from Cass County, Our Water, Our Future
Mr. Patton here to introduce himself and his coalition. Their principle is: When a major public water infrastructure project is built in Cass County, Cass County should be a beneficiary-not merely pass-through. He spoke about the Lincoln Water 2.0 project, a 1.3-billion-dollar project that will be treating and transporting water from the Missouri river through all of Cass County. They believe that Cass County should benefit from this project and have complete transparency from the City of Lincoln. Their coalition has filed letters with many local entities including the EPA and NRD to register the coalition, so they have more authority with these conversations. Patton stated that they are not trying to stop Lincoln Water 2.0 but are advocating for a regional approach that recognizes water as a shared resource, includes Cass County communities in long-term planning, and allows affected towns the opportunity to benefit from the investment made here. They are asking cities and villages to reach out to the Cass County commissioners to voice the support of Cass County in this project. Recommended reaching out to Rob Clements as well. Patton states that now is the time to act and that we cannot wait 20-30 years like Lincoln is asking. The coalition will be speaking to the Cass County Commissioners at their next meeting on March 10th at 8 am and asking for the coalition to become an advisory board with more authority. He appreciates the opportunity to share their mission and for any support the village can give the coalition moving forward. No action.
Building permit: 108 E C Street
The board reviewed the building permit as well as the recommendation from the planning and zoning committee. Mark Helmberger here. He is purchasing the property and would like to install a car port for his future used automotive sales business. Planning & Zoning recommended approval with a variance to place the carport on or near the property line as the current zoning regulation requires a 25-foot set back for commercial/residential property lines. We would need a signed consent from the adjacent property owners as well. Euse motioned to approve the building permit contingent on a survey being completed and a written/signed consent from the neighboring property owners. Kicak seconded the motion. RCV: 5-0 ayes.

Bids for concrete work around town
The board reviewed the bids submitted by Ethan Homan Construction and DH Construction. Scott moved to approve the bid from DH Construction for $5925, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Bid for work on gate valves
Huxhold explained the work that needs to be done to uncover several gate valves that have been paved or asphalted over. Greise moved to approve the bid from Lovell for $2,200, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Purchasing of a power washer for the village
The board reviewed the options provided for different power washers. Huxhold would like a gas powered option. Greise moved to approve a $500 allowance to purchase a power washer and accessories, Scott seconded the motion. RCV: 5-0 ayes, motion carried.

Correspondence: Jena Mahin from Solheim notes that she spoke with Mr. Furgerson and he will be doing all he can do to keep his dogs quiet when they are not home.
Alicia shared with the board that in September the village will be celebrating its 140th birthday. Would like to put something together for the celebration.
