Meeting Held at Elmwood City Hall
The Village Board of Trustees met in regular session on Wednesday, May 6, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:00 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Public Comment Period
Ann Romshek: Wanted to share that she was listening in to a town hall meeting with Mike Flood who has been visiting high schools in the district and was able to visit Elmwood-Murdock today. He had great things to say about our students.
New Business
AMGL to discuss Audit findings
Michael Hoback here from AMGL to review out 2025 Audit findings. Mr. Hoback reviewed current capital assets, outstanding debt and financial statements. The balance sheet was reviewed with liabilities. We did see a loss in the water and sewer fund due to operating costs. Mr. Hoback mentioned some bullet points from the audit including that there is no segregation of duties since there is only one person in the office and it is not feasible to have another person. He asks that the board continues to be involved in monitoring spending, which he feels they do a great job at. He suggests continuing to monitor utility rates and increase as needed. Mr. Hoback states that the village has good cash reserves while we have been able to keep our tax levy low and recommends getting projects done in the general fund that need to be done. States that the village is on the right track and is in better shape than it was 5 years ago. No action.
Elmwood Service Program
Matt Blaser from Solheim Law Firm here to discuss the logistics of implementing a service program. Reviewed the by laws and necessary steps to take to get this going. The information will be forwarded to the school district to get their feedback. No action.
2026 Municipal Accounting & Finance Conference
Revied the agenda for the conference which is scheduled for June 17-19th, at the Cornhusker Marriott Hotel in Lincoln. Euse moved to approve Alicia attending the conference Wednesday-Friday including two meals for the total of $596, Kicak seconded the motion. RCV: 4-0 ayes, Greise abstained. Motion carried.
Class III Water Operator Class
Scott moved to approve Kevin attending the 5 day class and test in Lincoln for $200, Greise seconded the motion. RCV: 5-0 ayes, motion carried.
Summer help applications
The board reviewed the applications we received for part-time summer help. Scott moved to approve Dan Pecha for $20/hour. Greise seconded the motion. RCV: 5-0, motion carried.
H Street Concrete
Reviewed the bid received. The board would like to get more bids for this job. Tabled to next meeting.
Bid for locating clean outs and manholes
Reviewed bid from Spicklemeier. Euse moved to approve the bid for $825, Greise seconded. RCV: 5-0 ayes, motion carried.
Unfinished Business
Mowing options
Reviewed the list of available companies in town to help with mowing for nuisance properties. Clerk will include this list with the nuisance letters and the home owner can decide if they want to take advantage of this option. Holland notes that if there is a financial issue she hopes the homeowner will contact us so we can help them with resources. No action.
