Village of Elmwood

The Village of Elmwood Board of Trustees met in regular session with Trustees Allgayer, Ronhovde, and Chairman Ernst presiding. Trustees Clymer and Blunt were absent. All signed the "Notice of Acknowledgement of Meeting". Diann Stille and Becky vonRentzell were also in attendance.
Chairman Ernst declared the Open Meeting Act Posted.
Minutes from the January 6, 2011 meeting were presented. Trustee Ronhovde requested the minutes be amended, with the correction that EMMA offered to pay up to $200.00 as their 50% share of purchasing two new evergreen trees for the park. Chairman Ernst declared the minutes approved as amended. December 2010 financial report was presented and approved with a motion by Ronhovde, 2nd by Allgayer. RCV: Aye: Ronhovde, Allgayer, Ernst. Nay: None. Absent: Clymer, Blunt.

Streets: Chairman Ernst opened the One and Six Street hearing. There were no comments or objections from the visitors. Motioned by Ronhovde, 2nd by Allgayer to approve the One and Six year plan with JEO. RCV: Aye: Allgayer, Ronhovde, Ernst. Nay: None. Absent: Clymer, Blunt. Blunt entered the meeting at 7:15 p.m.
Park: No Action Taken.
Library: No Action Taken.
Water: Clerk vonRentzell reported Spaulding would like to request that the meters be estimated this month. Motioned by Blunt, 2nd by Ronhovde that the meters could be estimated this month, with the exception that the meters must be read in March. RCV: Aye: All, Nay: None. Absent: Clymer. No Further Action Taken.
Sewer: Discussion of looking into new companies to jet the sewer lines. Blunt reported the current company, Ak-Sar-Ben, had to come out twice to jet the same line and charges too much.
Planning Committee: Minutes from the 12/29/10 meeting were presented. No Action Taken.
Community Development: No Action Taken.
Elmwood's 125th Birthday Celebration Committee: Allgayer reported the committee is checking into bronze plaques for the new trees at the park. The next meeting will be 2/3/11 at 6:00 p.m. at City Hall.

Motioned by Allgayer, 2nd by Ronhovde to amend the claims to include the payment to Hawkins should be charged to the street account, not the sewer account. This payment is in regards to Hawkins construction of the inlet box on "F" Street. Clerk was also instructed to hold the check to Ak-Sar-Ben until more information is available. Motioned by Allgayer, 2nd by Ronhovde to approve the claims as amended and instruct the Treasurer to pay the rest of the claims. RCV: Aye: All, Nay: None. Absent: Clymer.
Unfinished Business: Clerk reported she must be bonded for $100,000.00 as required by USDA. Motioned by Blunt, 2nd by Ronhovde to approve the payment of $350.00 to Clements Ins for providing Public Official Bond insurance. RCV: Aye: All, Nay: None. Absent: Clymer.
New Business: Discussion of taking new bids for village insurance. Clerk instructed to contact the league for recommendations.
Building Permits: No Action Taken.
Personnel Issues: Discussion of Spaulding not using the time clock to document hours he worked. More discussion regarding the use of sick leave and overtime in the same time period. No Further Action Taken.
Correspondence: No Action Taken.
There being no further business, Chairman Ernst declared the meeting adjourned.
