Board of Trustees Regular Meeting w/Zoning Hearing – April 16, 2014
The Village of Elmwood Board of Trustees met in Regular Session in addition to a Zoning Hearing with Trustees Allgayer, Clements, Ernst and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Wilhelm declared the “Open Meeting Act” posted. Trustee Ronhovde entered the meeting at 7:42 p.m. Visitors present: Ben Kastens, Janet Sorensen, Kelly Green, Diann Stille, Robert Clements, Jeff Clymer, Matt Heusinkvelt, Clint Simmons.
Motion by Allgayer to approve the minutes of the April 2, 2014 Board Meeting with the amendment of Wilhelm to C. Wilhelm; second by Ernst. Vote: Yes: All; No: None. Motion carried.
Streets: No Report. Park: Sticks were picked up in the park by Grades 3-6 Student Council members; and the park has been mowed. Library: Motion by Clements to approve expenditures for Shakespeare Festival; second by Allgayer. RCV: Yes: All, No: None. Motion carried. Shakespeare Festival to be held April 26th. Water: No Report. Sewer: No Report.
Planning/Zoning Commission: No Report. Special Events: No Report. Safety Committee:
No Report.
Unfinished Business: Chairman Wilhelm opened the Zoning Change Hearing at 7:25 p.m. The second reading of Ordinance#2014-318 was heard. The hearing was closed at 7:30 p.m. Insurance renewal – Motion by Ronhovde to approve LARM 2yr commitment w/4% discount; second by Ernst. RCV: Clements: Abstain, Ernst: No, Ronhovde: No, Allgayer: No, Wilhelm: No; Motion fails to pass.
New Business: Dog kennel permits/dog license fee increases for 2015 tabled until next board meeting. Will apply for a Cass County Recycling Grant for equipment. Building permit for 328 East E Street – Motion by Ernst to approve the building permit for 328 East E Street with the condition of verification with the county on proper footing dimensions and for front yard set-back to match existing homes. Second by Allgayer. Vote: Yes: All, No: None. Motion carried.
Presentation of Claims for Payment: Columbus Telegram $29.29, Connie Carlton cash receipt for postage, office supplies, QB software update $470.16, Meeske Hardware $40.06, Midwest Farmers Coop $143.61, Midwest Labs $82.83, One Call Concepts $12.55, Randy Bornemeier $1,200.00, US Postal Service $219.00, US Treasury $1,613.84, Payroll $2,488.77, Verizon $68.54. Motion by Ernst to approve the claims as presented for payment; second by Clements. RCV: Yes: All, No: None. Motion carried.
