Board of Trustees Regular Meeting – October 1, 2014

 

The Village of Elmwood Board of Trustees met in Regular Session with Trustees Ernst, Wray, Allgayer, Clements, and Chairman Wilhelm presiding. The meeting was called to order at 7:02 p.m. Chairman Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present: Patricia Beckmann, Bonnie Brewer. Ed Blunt and Connie Carlton were also present.

 

Motion by Ernst to approve the minutes of the September 17, 2014 Budget Hearing and Regular Meeting as presented; second by Clements. Vote: Yes: All, No: None. Motion approved.

 

REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Park: The court surface was installed by volunteers from the community/school. Curfew signs are posted and park benches have been installed. Library: Motion by Clements to approve claims for payment as presented; second by Wray. RCV: Yes: All, No: None. Motion carried. Water: Pumped 2,082,000 gallons – Treated 1,811,000 gallons. Sewer: Still waiting on cost to repair jet pump. Planning/Zoning: Motion by Clements to nominate Murry Fletcher of 30805 Havelock Avenue as an alternate planning commission member; second by Wray. Vote: Yes: All, No: None. Motion approved. Special Events: Harvest Moon Run last Friday estimated 500 runners in attendance.

 

Unfinished Business: Discussion of the proposed master fee schedule – No action taken. Motion by Wray to approve the return of the $300.00 refundable portion of the 2014-2015 Liquor License Occupation Tax for 126 South 4th Street; second by Allgayer. RCV: Yes: All,

No: None. Motion approved.

 

New Business: Sign Permit for American Legion Post 247 – Motion by Clements to approve the sign permit for the American Legion Post 247; second by Allgayer. Vote: Yes: All, No: None. Motion approved. Motion by Clements to waive sign permit fee for nonprofit; second by Allgayer. Vote: Yes: All, No: None. Motion approved.

 

Presentation of Claims for Payment:  Claim #1 – Cass County Refuse $62.00, D.R. Ortlieb $332.32, HD Supply Waterworks $262.46, Jack Faubion $1,250.00, Menards $41.88, NE Public Health Environmental Lab $256.00, NMPP $59.82, OPPD $3874.22, Payroll $2,569.21, Quill Corp $82.42, Sherwin Williams $285.56, U.S. Postal Service $322.00, Windstream $122.84. Motion by Clements to approve claims as amended for payment; second by Allgayer. RCV: Yes: All, No: None. Motion carried. Claim #2 – American Exchange Bank $5,000.00. Motion by Allgayer to approve the claim for payment as presented; second by Wray. RCV: Ernst-Yes, Wray-Yes, Allgayer-Yes, Wilhelm –Yes, Clements-Abstain. Motion carried. Claim #3: USDA Loan 92-01 $68,200.00, USDA Loan 92-03 $28,080.00. Motion by Clements to approve Claim #3 as presented for payment; second by Wray. RCV: Yes: All, No: None. Motion approved. Claim #4: Motion by Ernst to transfer $20,373.00 in funds to the WWTP Savings Account; second by Wray. RCV: Yes: All, No: None. Motion approved. Transfer of Funds: Motion by Ernst to approve the transfer of $5,000.00 from the General Fund to Park Fund; second by Clements. RCV: Yes: All, No: None. Motion approved.
