Board of Trustees Regular Meeting – December 3, 2014
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Wray, Clements, and Vice-Chairperson Ernst presiding. Chairperson Wilhelm was absent from the meeting due to illness. The meeting was called to order at 7:00 p.m. Vice-Chairperson Ernst declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present: Julie Anderson, Ben Kastens, Jim Stephen, and Marie Gregoire.
Motion by Allgayer to approve the minutes of the November 19, 2014 Regular Meeting as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Pickup #2 has new tires. Christmas lights have been updated with LED bulbs and installed on streets. Park: No Dunking signs have been ordered for the court. Library: Council approval report and past minutes presented. Motion by Allgayer to approve the claims as presented for payment; second by Wray. RCV: Yes: All, No: None. Motion approved. Water: Pumped 2,188,000 gallons, treated 1,845,000 gallons, wasted 343,000 gallons. Average nitrates 5.5. Sewer: Jet pump was installed. A 24-hour composite sampling was completed. Special Events: Nice weather and turnout for the Holiday Extravaganza.
Unfinished Business: Emergency Alert Messaging System presentation by Marie Gregoire. Motion by Allgayer to accept the WebKid proposal to provide emergency text message service at a rate of $.0178 (1.78 cents) for each outgoing text message; second by Clements. RCV: Yes: All, No: None. Motion approved. Parcel Replat – Documents signed by Chairperson and Village Clerk.Master Fee Schedule was further reviewed; no action taken at this time.
New Business: Information regarding water well retrofitting was discussed; postponed until further information is available.

There being no further business, the meeting was adjourned at 9:20 p.m.
