Board of Trustees Regular Meeting
April 15, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Wray, Anderson, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Clint Simmons, Mark Easter, Joe McNally, Michael Wilhelm, Bonnie Brewer, Robert Clements, Andrew Clements, Erin Clymer. Ed Blunt and Connie Carlton were also present.
Motion by Allgayer to approve the minutes of the March 18, 2015 Regular Board Meeting; motion; motion withdrawn. Motion by Allgayer to approve the minutes of the March 18 Regular Board Meeting as amended to say: “hauled by Ortlieb Trucking at a rate of $25/yard”; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Alleys to be rocked, weather permitting. Park: EPIC Meeting Thursday, April 23rd, 7:00 p.m. at Elmwood Village Office. Library: No Report. Water: March 2015 Water Revenue Report Presented; No Action Taken. Incoming 2,664,000 gallons, outgoing 2,375,000 gallons, wasted 289,000 gallons. Average nitrates normal at 6.1 mg/l. Leak repaired near South 4th Street. Sewer: The 24-hour composite within normal limits. Lines on North 3rd Street were flushed due to blockage.
Unfinished Business: Motion by Wray to accept insurance coverage of LARM for one year @ $11,108.04; second by Krass. Vote: Yes: Krass, Wray. No: Allgayer, Wilhelm, Anderson. Motion denied. Motion by Allgayer to accept Clements Insurance Co. as the insurance agent for the Village of Elmwood at a cost of $13,258.00 per year; second by Anderson. Vote: No: Wray, Krass. Yes: Anderson, Allgayer, and Wilhelm. Motion approved. Nuisance abatement zoning map discussed; no action taken.
New Business: Joe McNally of Municipal Code Services presented recodification services costs; no action taken. Fence permits for 121 North 2nd Street, 301 East D Street, and 224 South 4th Street – No Action Taken. Fence permit for 328 East E Street – Motion by Allgayer to approve the fence permit at 328 East E Street; second by Wray. Vote: Yes: All, No: None. Motion approved. Storage building permit for American Legion at 124 East D Street – Motion by Allgayer to approve the building permit for a storage shed at 124 East D Street; second by Wray. Vote: Yes: All, No: None. Motion approved. Deck building permit at 212 West G Street – Motion by Krass to approve the building permit for a deck to be located at 212 West G Street; second by Allgayer. Vote: Yes: Wray, Krass, Anderson, Allgayer; Abstain: Wilhelm; No: None. Motion approved.
